Settling into command of the EPF, Shredder begins uncovering what the organisation buried before he arrived. The return of Agent Ravenwood makes that inquiry considerably more dangerous, and the issue is candid about the likely outcome: if he is careless, the next body the agency disposes of will be his. The series continues to treat the Turtles' principal antagonist as a lead character, placing him inside an institution every bit as ruthless as he is.
