Star Trek: Zero Point #4

The Maryuliz War begins. Sybil, the Endeavour's supercomputer, sends the crew into the middle of a conflict between two worlds with an unusual order: remove a key physicist from a pre-warp society without breaking the Prime Directive.

According to Sybil, this scientist is close to discovering how to wipe out entire planets from far away using matter and antimatter. Commander Tendi doubts a civilization without warp drive could pull that off, but Captain Raffi trusts the computer and decides the better path is to convince Maryuliz IV and V to stop fighting before the weapon is ever imagined. Charlie Jane Anders and Isaac Sánchez González open a new storyline with the Federation's future on the line.
