The finale of "The City That Never Dies" sends Leonardo, Donatello and Master Splinter through the successive lands of the dead in search of the Tree of Fates, whose restoration would return the undead to where they belong. Their progress is measured against General Eight Thunders, whose army is close to taking New York outright. The concluding chapter foregrounds the mystical strand of Turtles continuity rather than the street-level one, and resolves the arc's central question of whether the city can be saved without losing the three who went looking for the remedy.
