Poison Ivy’s rapid ascent to mayor of Gotham has given her legitimate power and a promise to keep about the city’s environment. What that costs her constituents is another matter, and with Ivy the answer is rarely bloodless.

The office turns out to run on compromises, payoffs and quiet arrangements she refuses to make. Doing it legally will not work, and the more directly Pamela intervenes, the further the situation gets away from her.
