Law enforcement in Blüdhaven is gearing up — much to Nightwing's concern. As Captain Hallow hunts officers who refuse to bend to their corrupt colleagues, Commissioner Sawyer ends up in the crosshairs and calls Nightwing for help. At the same time, Dick has to set aside his scruples and put on the high-tech suit of his enemy Olivia Pearce to protect the city from nightmarish monsters.
