At the same time, Virgil Hawkins—better known as Static—is driving a new technological revolution in Dakota City with his groundbreaking invention, the Q-Wave energy net, which promises clean energy for all.

Together, backed by the Justice League Beyond, the heroes look forward to Earth's admission to the interplanetary alliance known as the Cooperative. But when the menacing new villain Shutdown appears, he throws everything into chaos and puts the future of the planet on the line.
