Zorro's Legacy #4

The police committed everything they had against Zorro and failed, and as public anger grows over the methods used against him, the balance of power in Los Angeles begins to move. The Eagle draws the appropriate conclusion: Zorro is not a man but an idea, and an idea cannot be shot. Unable to destroy the hero, he sets about destroying the legacy instead, which proves to be the more effective of the two approaches.
